I'm trying to get our state to adapt protocals for crush syndrome. I need as much info as possible, on what I can do to get the state to consider this..

I would start by gathering up information from the States surrounding yours that have Crush Syndrome protocols in place. If there aren't any, then go to the nearest ones that do have them.
Since medical protocols require a medical director or physician to support and/or sponsor their introduction, I would seek out the support of a trauma center director or someone in the medical field with significant credentials.
Finally, State protocols are part of State regulations. State regulations are drafted, sponsored, introduced, and voted on by legislators. Contact your state legislators and seek out their support. It might be in your best interest to speak to the politicians first. They might be able to guide you in getting your foot in the right doors, and keeping it there, particularly if it's an election year.
If all else fails, go to the media. The media would like nothing better than to inform the constituents or the taxpayers that the state employees/administrators and/or politicians are not doing all that can be done to save lives. That would definitely get some attention.
