A Washington Times Article today....
"The District's acting chief of emergency medical services has recommended that Fire and EMS Chief Adrian H. Thompson no longer manage municipal ambulances because fire administrators cannot improve emergency-response times"

I think that's a heavy step for the Acting Chief to recommend they abandon the combined department.
I work for a dual department with EMS mostly on its own. It works ok here, but in DC's case...Its probably a good idea to leave the Fire Department.
