I know there is a medicare clearing house out there somewhere, but I dont know where.

Your states Office of Emergency Medical Services should be able to provide you with state laws & regulations related to EMS.

The majority of commericial insurance carriers follow the regulations set by Medicare - they are available on the Medicare website at www.medicare.gov
