The Kentucky Community and Technical College System (KCTCS) System Office provides leadership, support and service for the operations and management of the 16 community and technical colleges across the state. The Kentucky Board of Emergency Medical Services (KBEMS) is a branch of KCTCS. KBEMS provides state-wide certification for first responders and emergency medical technicians (EMT's), as well as licensure for paramedics and ambulance services for the state of KY. The work site of the open position, outlined below, is located in Versailles, KY.

Oversee program of on-site inspections, certifications and re-certifications of ambulance providers throughout state.

ESSENTIAL DUTIES AND RESPONSIBILITIES of this position include but are not limited to:

  • Serves as the direct report for the Inspector/Liaison staff and provide direct supervision of their activities including but not necessarily limited to:
  • Submission and accuracy of inspection documents or electronic submissions.
  • Works with field staff to assure that all licensed ambulance services and medical first response agencies are inspected in a timely manner and that unannounced inspections are randomly scheduled.
  • Assures submission of field staff monthly activity schedules in a timely manner
  • Assures the submission of monthly mileage log and fuel receipts
  • Communicates administrative and policy changes with field staff.
  • Schedules out of region travel and have such requests approved by the Director.
  • Reviews and approves time and leave sheets, and other activity logs and reports for field staff, and forwards as appropriate for processing/reconciliation, etc.
  • Conducts on-site ambulance licensing and vehicle inspections and serves as/designates a Chief Inspection Officer when large services are inspected that requires the use of multiple field staff.
  • Provides consultation and technical assistance relating to the development and maintenance of a comprehensive EMS (Emergency Medical Services) and Trauma Care System.
  • Assists Board Counsel and the KBEMS Investigator with cases as requested and approved; and maintains routine confidentiality in daily activities, as appropriate.
  • Provides consultation, technical assistance and answers questions relating to the operations and management of EMS or medical first response agencies.
  • Obtains credentialing as a National Registry Representative and assists with conducting skill examinations and EMS Orientation classes as needed.
  • Maintains competency in the National Incident Management System, National Response Plan and Incident Command, and follows appropriate KY Revised Statutes and KY Administrative Regulations.
  • Keeps supervisor apprised of schedule/leave and oversees coverage of the Field Staff
  • Maintains or obtains and maintains licensure in the Commonwealth of KY as a Paramedic.
  • Serves as one of the representatives serving the KY Emergency Operations Center and may be required to serve during times of weather, disaster, or other critical situations - may on occasion be exposed to extremes of weather.
  • Frequent in-state travel and occasional out-of-state travel.

MINIMUM REQUIREMENTS:

  • Bachelor's degree (related field), and
  • Three years related experience, or equivalent.
  • Must be a KY certified or Nationally Registered Paramedic or eligible for credentialing as such.

PREFERRED REQUIREMENTS:

  • Experience in EMS management and supervision desired/preferred.

This position is a full-time position. Positions with the KCTCS System Office are term-contract positions, with the expectancy of continuance based on performance.
