Bus Crash Response
It certainly sounds like they had their hands full. But I noticed one thing they failed to mention. In addition to what is stated in the probe, one thing which comes out loud and clear is the lack of an Incident Command System. A mass causality incident with so many agencies responding demands a NIMS style plan. While it is not perfect, following NIMS might have aleviated a lot of the issues they apparently had.
